The South Korean government is signaling a major shift in its AI strategy by appointing AWS Korea's Lee Ki-hyuk as the new Blue House AI senior secretary. This move comes at a critical time when the nation's ambitious 'AI G3' vision—to become a top-3 global AI power—needs a leader who can move from planning to concrete execution.
This decision was driven by several key factors. First, a leadership vacuum emerged after the previous AI chief, Ha Jung-woo, resigned to run for office, creating concerns about policy drift. Second, the government has launched massive initiatives, like a KRW 2.08 trillion GPU procurement program and 52 National AI Projects, which demand deep expertise in cloud supply chains and industrial applications. Third, Korea is actively building global bridges, such as the Korea-Singapore AI alliance, requiring a leader with an international network.
The central challenge for Korea has been balancing two priorities. On one hand, there is a strong push for 'Sovereign AI'—developing its own models and infrastructure to protect sensitive data in defense and public sectors. On the other, to compete globally, Korea needs access to top technology like Nvidia's GPUs and the scale of global cloud platforms.
Lee's appointment is a clear answer to this dilemma. His background at AWS suggests a new hybrid strategy: use Sovereign AI for critical national security needs while leveraging global cloud and startup ecosystems to accelerate industrial AI transformation (AX) and help Korean companies expand overseas. This practical approach aims to get the best of both worlds.
This all happens under the new AI Basic Act, which took effect in January 2026. The law introduces rules for transparency and governance, especially for 'high-impact AI.' This means the new AI chief must not only drive growth but also ensure compliance, making an experienced operator from the private sector an even more valuable asset.
- AI G3: A national goal for South Korea to become one of the top three artificial intelligence powerhouses in the world.
- Sovereign AI: A strategy focused on developing a country's own AI models, data infrastructure, and talent to ensure digital and technological independence, particularly in critical sectors.
- AX (AI Transformation): The process of integrating artificial intelligence into all areas of a business or industry, fundamentally changing how they operate and deliver value.
