Hanwha Aerospace has officially begun implementing its major contract to supply the Chunmoo multiple launch rocket system (MLRS) to Norway.
Just ten weeks after signing the final contract, Hanwha held a kick-off meeting in early April with seven major Norwegian defense companies. This rapid transition from contract to execution signals a strong commitment from both sides. The project, locally named 'Gungnir', is not just about delivering hardware; it involves deep industrial cooperation, with local partners playing a key role in manufacturing, logistics, and support.
This deal is a cornerstone of Norway's broader strategy to rebuild its military deterrence. After retiring its old M270 MLRS systems around 2005, Norway developed a critical capability gap in long-range ground-based fires. The country's new long-term defense plan addresses this by significantly increasing spending, aiming to reach 3.5% of GDP by 2035, with the LRPFS (Long Range Precision Fires System) program being a top priority.
Several key factors enabled this swift move to the implementation phase. First, the official contract signed on January 30 provided the legal and financial foundation, acting as the direct trigger for action. Second, Norway's decision in early April to boost its defense budget provided the long-term financial certainty needed for partners to commit resources and begin detailed planning.
Third, and perhaps most strategically, was Norway’s selection of the extended-range 500km variant of the Chunmoo. This choice elevated the project's complexity, requiring deeper integration with Norway's command-and-control systems. Finally, Hanwha's separate agreement to establish a Chunmoo missile production facility in Poland was a crucial element. This demonstrated a commitment to a resilient European supply chain, reassuring Norway that it wasn't just buying a product but joining a regional defense ecosystem. This aligns perfectly with the contract's requirement for 120% offset, which mandates reinvestment into Norwegian industry.
In essence, the rapid start of the Gungnir project reflects a powerful alignment. Norway secures a critical defense capability while boosting its industrial base, and Hanwha solidifies its position as a key defense partner in Europe, delivering not just advanced technology but also supply chain security and industrial partnership.
- MLRS (Multiple Launch Rocket System): A type of rocket artillery system that can launch multiple rockets in rapid succession.
- Offset (Industrial Cooperation): A common practice in large defense deals where the seller agrees to reinvest a certain percentage of the contract's value back into the buyer's country, often through local manufacturing or technology transfer.
- LRPFS (Long Range Precision Fires System): A military term for systems designed to accurately strike targets at very long distances.
