Korea's ambition to build a sovereign AI powerhouse has taken a major step forward with the official registration of the 'Korea AI Computing Center' special-purpose company (SPC).
This move marks a critical transition from years of planning to concrete execution. At its core, this project is about sovereign AI—a national strategy to create a domestic AI research and development backbone. The goal is to provide Korean companies, universities, and startups with access to massive computing power, enabling them to train advanced AI models without complete reliance on foreign hyperscalers like Amazon, Google, or Microsoft. This initiative is part of a larger government plan, announced with NVIDIA, to deploy a total of 260,000 GPUs nationwide, with 50,000 dedicated to public and sovereign clouds.
The journey to this point was built on several key pillars. First, a solid legal and strategic foundation was established. The partnership with NVIDIA in late 2025 secured a commitment for the necessary GPU supply, turning a hardware wish list into a solvable procurement challenge. This was followed by the enactment of Korea's AI Basic Act in January 2026, which provided the legal framework and policy mandate for such large-scale public investment in AI infrastructure.
Second, the project's physical and economic viability was secured. The chosen site in Haenam's Solaseado is emerging as a hub for renewable energy, aligning with global RE100 goals. Crucial permits for power infrastructure, like the San-i substation, were approved, removing a major logistical hurdle. Additionally, recent government reforms to industrial electricity tariffs have made the daytime operation of energy-intensive data centers more cost-effective.
Finally, with these foundations in place, the business structure was finalized. A consortium led by Samsung SDS was selected in March, and the initial public-private funding was secured in May. The official registration of the SPC and the appointment of a former Samsung SDS CFO as its first CEO are the final steps in this setup phase. This leadership choice emphasizes a focus on financial discipline and efficient project management as the center moves into its construction and operational stages. The narrative is no longer about 'if' but 'how and when' this national AI hub will come online.
