The South Korean government has officially approved a ₩400 billion low-interest loan for Naver to expand its AI data center and acquire the latest GPU servers.
This decision is not a standalone event; it's a direct and swift execution of a national strategy. Just one day prior, the government designated 'Sovereign AI' ecosystem expansion as a key priority within its 'National Growth Fund 2nd Mega-Project.' This policy move paved the way for Naver, the country's leading AI developer, to receive strategic funding.
The story really began in late 2025. First, the government partnered with NVIDIA to bring a massive supply of 260,000 GPUs into the country, laying the groundwork for a national AI infrastructure. However, this ambitious plan immediately hit a physical wall. A huge number of GPUs requires an immense amount of electricity, cooling, and physical space, creating a critical bottleneck that policy had to address. Second, Naver was perfectly positioned to be the solution. Its state-of-the-art data center, 'Gak Sejong,' was already built with expansion in mind and had been publicly designated as a future AI Data Center (AIDC). High-level government officials, including the Prime Minister, had visited the site, signaling its strategic importance.
The ₩400 billion loan, provided at a low interest rate in the 3% range, is crucial for this reason. For a project with a total cost of ₩922.1 billion, this public funding covers over 43% of the capital expenditure (CAPEX). This significantly eases Naver's financial burden, allowing it to invest aggressively while protecting its cash flow. It's a clear signal that the government is sharing the risk and is committed to the project's success.
Consequently, the market's positive reaction—pushing Naver's stock price up—was a logical outcome. Investors weren't just reacting to the influx of cash. They were acknowledging the de-risking of Naver's massive AI investment. The loan validates the government's policy, makes the project's execution timeline more certain, and accelerates Naver's ability to generate revenue from new AI services, like renting out GPU power (GPUaaS).
- Sovereign AI: An AI infrastructure and capability that is independent of foreign countries or companies, ensuring a nation's data and technological autonomy.
- AIDC (AI Data Center): A data center specifically designed and optimized for the massive computational demands of artificial intelligence, equipped with high-performance hardware like GPUs.
- CAPEX (Capital Expenditure): Funds used by a company to acquire, upgrade, and maintain physical assets such as property, plants, buildings, technology, or equipment.
