This policy move paved the way for Naver, the country's leading AI developer, to receive strategic funding.
The story really began in late 2025. First, the government partnered with NVIDIA to bring a massive supply of 260,000 GPUs into the country, laying the groundwork for a national AI infrastructure. However, this ambitious plan immediately hit a physical wall. A huge number of GPUs requires an immense amount of electricity, cooling, and physical space, creating a critical bottleneck that policy had to address.
